Mapping out his 100-Day plan, Afghanistan’s Minister of Mines and Petroleum Daud Shah Saba said he was committed to reinforcing transparency and accountability within his ministry. He plans to establish an accountable system to collect revenue generated through the mining and petroleum sectors. In order to ensure transparency in all mining dealings, he said everyone would have access to information on all mines and minerals and added that all agreements signed would be published on Ministry’s website. His plans also involve establishment of a council of managers to oversee the mining industry. Security to Afghanistan’s mines and nation-wide geological surveys are among his plans. Earlier this week Minister Saba warned the nation that Daesh was attempting to finance their operations through illegal exploitation of Afghan minerals. This is alarming to Afghanistan, as Daesh captured oilfields in Iraq and Syria to fund its operations. Minister Sabah pinpointed security, lack of capacity and strategies, vague policies and illegal mining as the main challenges facing his leadership.
